We analyse the potential welfare gains of an agricultural water rights market. Compared to the traditional administrative allocation, the voluntary water exchanges between different agricultural sectors allow enough flexibility to cope with the cyclical draughts characteristic of the Balearic hydrological regime. To simulate the market an Applied General Equilibrium (CGE) model for the Balearic Islands is used. The simulations show that the reallocation of water rights between the different crops makes the use and allocation of the resource more efficient. Moreover, the regional effects in terms of agricultural income and employment are positive. In broad terms, this paper of illustration of the applicability of the general equilibrium models to the water management.
