Abstract

This research aims to analyze the impact that the Law 142 of 1994 and the structural reforms recommended by the World Bank and the International Monetary Fund had in the sanitation sector and particularly in the solid waste disposal service in Colombia, particularly regarding the tariff structure, subsidies, the functioning of solidarity funds, property developments, the model of competition, coverage, quality and business viability. In this vein, the Fifteenth anniversary of Law 142 of 1994 highlights the need to assess the impact of such a reform and to analyze its progress, achievements, constraints and to identify the problems that still exist or those that arose as a result of its application in a scarcely studied sector as solid waste disposal. This, in order to test, in general terms, the two models of delivery of public services, before and after the Constitution of 1991.
