Libre cambio y gestión ambiental: situación en el contexto Norte-Sur

Zusammenfassung
La necesidad de hallar un equilibrio entre la satisfacción de las necesidades económicas y la conservación del medio ambiente, ha llevado a los economistas a estudiar con detenimiento la interacción entre esas dos realidades. El comercio internacional se ha convertido, en las últimas décadas, en la forma principal de asignación de bienes y servicios. Es primordial, por tanto, conocer las interacciones del comercio internacional con el medio ambiente si se quiere lograr un equilibrio entre economía y medio ambiente. Además, a través del comercio entran en relación países con perfiles económicos y ambientales distintos: el conseguir una gestión económica que corrija, en la mayor medida posible, sus impactos negativos sobre el medio depende, también en buena parte, de un reequilibrio en esas diferencias. El presente artículo se centra en hacer una exhaustiva revisión de la literatura en torno a la relación entre comercio y medio ambiente, para tratar de dilucidar si el libre comercio lleva implícito una gestión ambiental de la economía o si, por el contrario, parece necesario una regulación ambiental del mismo. Se incidirá en las consecuencias en el contexto de las relaciones Norte-Sur, por la importancia de las mismas de cara al logro de un equilibrio ecológico global.
