Abstract

Analysis of the social and spatial effect of the evolution in the way of understanding the Right to Shelter since its incorporation in the Declaration of Human Rights in 1948. Understood first only as right to a healthy and sure house, now is considered an indispensable element of the Right of the City or the right to a decent life in a sustainable environment. The evolution and meaning of this conceptual change reflect with clarity the slogans of the World Habitat Day. UN-HABITAT tool to expose what it thinks that should be the policies aimed at solving the problems of habitat.
