Abstract

In general we can say that a democratic State is one in which sovereignty resides in the people. The opacity in which citizens have lived has been broken because of the economic crisis that began in 2008, and has led to public disaffection towards their representatives and to public institutions. Citizens must reprise its role as sovereign and participate in the society in which they are inserted while calling for accountability and responsibility to the subjects in which they have placed their trust and their sovereign power to govern them and serve them. And to make this democratic regeneration possible it must overcome obstacles and challenges to the requirement of transparency in public action and access to public information, without which democracy loses its raison d’etre
