Seguridad social universal ¿derecho o utopía?

Resumo

The universality of the right to social security has been recognised, although not without obstacles. Two of them, which are examined in this article, are, firstly, the tendency of the International Labour Organization (ILO) to consider those of Western European countries as perfect social security systems (Convention Nº 102) and secondly, the propensity to attribute to the developed States the right to international cooperation. Although it is noted that both obstacles are weakening, as is evidenced by the recent approval of the ILO Social Protection Floors Recommendation Nº 202, the basis of which is the right to social security, and the assumption by global organizations, including the United Nations (UN), of the role in denouncing the lack of the aforementioned cooperation and the need to reinforce its necessary character.
