Abstract
This paper analyzes the normative content of ILO Convention 14, relating its rules to international labor standards. The study also tries to offer the reader certain interpretative criteria, as well as an overview of the main application problems currently presented by the Convention. Finally, a series of general reflections is made on the main observations proposals by the Committee of Experts on the Application of ILO Conventions and Recommendations.
