Abstract

This article analyzes the policies of social protection and integration of children in the European Union. To do this, it first analyzes the construction of the European strategy for the social rights of children and its concretion in the 2013 Recommendation. Next, synthetically analyzes its effectiveness in the European Union as a whole, between 2013 and 2017, in relation to access to resources of different types (benefits, labor market and conciliation), access to essential services (education, health, social services and housing) and participation in educational and social life. Based on this same scheme, the impact of the 2013 Recommendation and the Country Specific Recommendation in Spain, its progress and limitations, and the possibilities of meeting the poverty reduction objective of the Europe 2020 Strategy are analyzed in greater detail. It concludes by highlighting that the European childhood strategy, which is very uneven in national results,will require a boost in terms of governance, financial resources and advances in policy integration.
