Resum

The present article summarises the role performed by economic analysis in the preparation of second-cycle river basin management plans and presents proposals for its improvement. It is necessary to ensure that second-cycle river basin management plans include the pertinent analysis required by the Water Framework Directive. There are two elements that have particularly served to improve the economic rationality of the plans: the annual investment programme (funding strategy) and the analysis of payment capacity (public). This analysis has served to ensure the financial viability of the plans and to justify the gradual advance in compliance with environmental objectives. The third cycle of planning serves as an opportunity to improve the incorporation of economic analysis in the planning process and, to this extent, it is important to have the information (on a local scale) and the necessary tools, the majority of which are already available today.
