Resumo

European energy and climate policy is at a critical juncture as the war in Ukraine started in the midst of an energy crisis, which the ensuing protracted conflict and and the weaponisation of energy trade exacerbated. The European Commission was quick to react. To bolster the liquidity of businesses and farmers affected by high energy prices, support sectors most at risk of carbon leakage, invest in sustainable energy, etc., the EU Commission prepared a Temporary Crisis Framework to support the post-war economy in Ukraine, recently extended until 31 December 2023. More ambitiously, it published a communication on 8 March 2022, focusing on reducing imports from Russia by accelerating the energy transition and diversifying fossil fuel suppliers. It then elaborated and expanded this initiative with the REPowerEU strategy published in May, along with other policy documents on key issues such as energy efficiency, renewable energy deployment and a new external energy strategy.
