Abstract

The aim of this paper is to examine whether the Spanish short-time work (STW) programme launched at the onset of the COVID-19 pandemic was successful in retaining employed workers (either in the same firm or in any job). We use individual, worker-level microdata from an administrative dataset based on social security records, employ different outcome variables, define treatment and control groups, and estimate propensity score matching models for different time horizons. Our results suggest that treated individuals were less likely than similar untreated workers to remain employed in the same firm several quarters after participating in STW. However, this negative impact becomes almost null when we use a broader indicator of employment stability—i.e. remaining working in any job.
